The Kentucky Transportation Employees Association was established in 1950 under the name 10 to 40 Club. The purpose of organization has always been to promote Cabinet improvements and employee benefits. These should always be Cabinet objectives.

By membership in the Association, you will benefit by joining the collective voice of fellow Transportation employees as we promote improvements for all employees. Our association is not a union, but works strictly through volunteer directors representing each segment of the Cabinet. When critical issues involving employee benefits and safety arise, the directors rally to notify employees and legislative representatives of the desires of our collective group. Over the years this has been very effective in securing positive change.

2002 -High 3 year retirement
1998 - Retirement factor 2.2, Death benefits for retirees increased to $5,000
1996 - 5% increments for 96 & 97, cost of living tied to consumer price index
1997 - Full retirement after 27 years, Unused sick leave credit toward retirement
1988 - Retirement factor increased to 1.91%, Whistle Blower Act passed
1986 - Retirement factor raised to 1.85%, Reinstatement of 5% annual increment, Major improvement in Merit System, Employees allowed to purchase Military time
1984 - Retirement factor raised to 1.65%, Retirement with 25 years with penalty.
1983 - Major role in organizing the Coalition of State Employees' Organization
1982 - 2 employees on merit board, Increase in retirees death insurance from $2,000 to $2,500.
1978 - Reimbursement for liability insurance coverage for employees, Health insurance for retirees,
1974 - Unlimited accumulation of sick leave
1973 - Association established Scholarship Program
1972 - Annual leave increased based on years service
1968 - Participation in cost of employees health insurance by the state
1960 - Group Life Insurance made available to Association Members
1958 - Merit System Law was passed providing job security for employees
1956 - Retirement plan for state employees was passed by the legislature

Other bonuses of membership include group rates for optional insurance and a scholarship program for members dependant children,

Option Insurance: Group life and accident insurance is available as an option to all members. The rates are based on your grade and age. If interested in this option, obtain an application from a director or the association website.

Scholarship Program: Each year scholarships are awarded to dependant children of Association members. Selection is based on family income and grade point average of the applicant. Each scholarship is for $1,000 for one year study at an instate 2 year or 4 year undergraduate program. Applications are available each year with the application period open from February until April 16th. Applications can be obtained from an association Director or Officer or can be obtained from the Association website.

To join the association, complete the membership application and submit it to an Association Director or Officer. Dues are $4.00 per year with the deduction made in March of each year by payroll deduction. When you join our Association, the current year dues are waved and your first deduction will be in the next calendar year after joining.

History:

1950 The Association was organized as the 10 to 40 Club. The Association’s purpose is the promotion of Transportation progress and safety, and its efforts are directed toward Transportation Cabinet improvement and employee benefits, which is inseparable from the objectives and interest of the Cabinet.

1956 A retirement plan for state employees was passed by the Legislature.

1958 The Merit System Law was passed that provided job security for employees.

1960 Group life insurance was made available to 10 to 40 members.

1965 The $176 million bond issue was endorsed by to 10 to 40 Club and $10,000 was contributed to Kentucky Better Roads Council to assure passage.

1968 Participation by the state in the cost of employee health and hospital insurance was allowed by the Legislature.

1972 Annual leave earned was increased based on years of service.

1973 The 10 to 40 Club contributed $2,500 to the Red Cross for the April 3 tornado victims.

The 10 to 40 Club established the $1,000 annual scholarship program for children of Association members who enter certain colleges and universities in Kentucky. Through 1998, $259,000 in scholarships have been awarded.

1974 The sick leave was changed to an unlimited amount of accumulation.

1978 Reimbursement for liability insurance coverage on state automobiles. Health insurance for retired employees.

1982 Annual 5% salary increments for 2 years.
Two state employees on the Kentucky Personnel Board.
Increase in retirees death insurance from $2,000 to $2,500.

1983 Instrumental in the formation of the Coalition of State Employees’ Organization.

1984 The retirement factor was increased from 1.60% to 1.65%.
Opposed a 0% increment. Enabled employees to receive 2% and 3% for fiscal years 1984 – 1986.
Allowed employees to retire with 25 years service by taking a penalty.

1986 The retirement factor was increased from 1.65% to 1.85%.
Reinstatement of the 5% annual increment for fiscal years 1986 – 1988
Major improvement to the Kentucky Merit System Law.
Allowed employees to purchase military leave at any time.

1988 The retirement factor was increased from 1.85% to 1.91%.
5% annual increment for fiscal biennium.
4% raise for retirees in each year of the biennium.
Whistle Blower Act was passed.

1990 5% annual increment for fiscal year 1990 – 1992
Full retirement benefits after 27 years of service.
4.5% raise to retirees in each of the biennium.
Retirement benefit factor increased from 1.91% to 1.97%.
Recouped $3.6 million to the Kentucky Employees Retirement System.
$21.5 million appropriated to increase salaries toward parity.
All unused sick leave credited toward retirement.
Increased employer health insurance contributions and travel allowances.

1993 We are diligently working to recoup a $23 million shortfall (as determined by the Retirement Board’s actuary) to the Retirement System for the 1992-1993 biennium.

1996 5% annual increments for 1996 and 1997 cost of living adjustments for retirees tied to consumer price index.

1998 Retirement factor raised to 2.2% for employees with 20 or more years of service. A factor of 2% for those retiring with less than 20 years of service. Death benefits increased from $2,500 to $5,000.
